My son had left his old version of Photoshop on my old computer and when I upgraded that to Windows 10 (not without problems) I also saw the message about Twain drivers on there but it did not seem to affect my ability to save and edit. I am also getting up a message about Twain drivers but I am not sure whether this is relevant or not. Alas I am still getting the message that the cache is full. I have done as you suggested and created two partition drives following the advice of this chap on YouTube I put the first scratch disc into the first partitioned drive and the second, third and fourth into the second partitioned drive, both of 150 gb. It works just fine for me, the same as it did in every other OS before (Windows XP, 7, 8, 8.1) Once installed, you do not need to run the program as an administrator or in compatibility mode. I do not know why Photoshop would not install from the CD but I hope this answer helps someone out there. My original disc was very clean, no visible scratches or anything.
